Florida Statutes

The authorizing statute for district evaluation systems, section 1012.34, Florida Statutes, requires school districts to establish procedures for evaluating the performance of instructional, administrative, and supervisory personnel in order to increase student academic performance by improving the quality of services in public schools.

State Board of Education Rules

The implementing rules for district evaluation systems are Rules 6A-5.030 and 6A-5.0411, Florida Administrative Code (F.A.C.). Rule 6A-5.030, District Instructional Personnel and School Administrator Evaluation Systems, outlines the requirements for evaluation systems, as well as establishes submission, review, approval, and monitoring processes, while Rule 6A-5.0411, Calculations of Student Learning Growth Using Statewide Assessment Data for Use in School Personnel Evaluations, provides formulas for measuring student learning growth. Please note that the use of Form IEST-2018 or Form AEST-2018, as appropriate, is required for any evaluation system submitted to the department after March 2018.

The FEAPs serve as Florida’s core standards for effective educators and form the foundation for instructional personnel evaluation and professional learning systems, educator preparation programs and educator certification requirements.

The Florida Educational Leadership Standards (FELS)

The Florida Educational Leadership Standards (FELS) serve as Florida’s expectations for effective school administrators and form the foundation for school administrator evaluation and professional learning systems, school leader preparation programs and educator certification requirements.
