Welcome to the Title V, Part B- Subpart 2: Rural and Low-Income Schools (RLIS) Program
The Title V, Part B, Subpart 2 program is funded under the Rural Education Achievement Program (REAP) and is designed to assist rural school districts in using Federal resources more effectively to improve the quality of instruction and student academic achievement. REAP consists of two separate programs – the Small, Rural School Achievement (SRSA) program and the Rural and Low-Income Schools (RLIS) program. Currently no Florida school districts are eligible for the Small, Rural School Achievement award. The Programs under subparts 1 and 2 are designed to address the needs of rural school districts that frequently:
- Lack the personnel and resources to compete effectively for federal competitive grants; and
- Receive formula allocations in amounts too small to be effective in meeting their intended purposes.
Allowable Activities
RLIS funds may be used for any allowable activities under Titles I-IV of ESEA and parental involvement activities. A few examples of allowable activities are included below and more examples are available on the Rural and Low-Income School Program website.
- Instructional coaches to provide high-quality, school-based professional development.
- Activities designed to increase access and prepare students for success in high-quality advanced coursework to earn postsecondary credit while in high school.
- High quality professional development to train teachers, principals, and other school leaders about topics such as technology in the classroom, student data privacy, parent and family engagement, academic readiness skills, school policy decision-making, and experiential learning through observation.
- Trainings for teachers, principals and other school leaders on how to accurately differentiate teacher performance and constructively utilize evaluation results.
- Supplemental professional development for teachers of ELs.
- Providing and implementing other effective activities and strategies that enhance or supplement language instruction educational programs for English learners.
- Digital resources for students in rural, remote, and undeserved areas.
- Delivery of rigorous academic courses using technology, including digital learning technologies and assistive technology.
- Creation of a parental advisory committee to provide input on various education topics.
- Providing materials to help parents improve their child’s academic achievement (e.g. trainings on school online portals).
